I-95 Mainline Construction —
Rossville Boulevard to Campbell Boulevard

As part of the Maryland Transportation Authority’s I-95 Express Toll LanesSM (ETLsSM) Project, the I-95 roadway (mainline) is being widened to six lanes in each direction between Rossville and Campbell Boulevards. When construction of this section is complete, the roadway will consist of four general-purpose (non-tolled) lanes and two ETLs in each direction.

About Construction

The construction area extends approximately 2 miles along I-95, joining ongoing construction at the I-695 interchange and future construction at the MD 43 interchange. Construction began in August 2007 and has a scheduled completion date of summer 2010. Construction activities include:

  • Excavation and Embankment.
  • New Full-Depth Pavement Installation.
  • Pavement Milling and Resurfacing.
  • Reconstruction of the Median.
  • Storm Drain Improvements.
  • Replacement of Existing Drainage Facilities.
  • New Stormwater Management Facilities.
  • New Retaining Wall Structures.
  • New Sound Barrier Structures.
  • Utility Relocation.
  • New Signage, Pavement Marking and Intelligent Transportation System Improvements.
  • Landscaping.

During the first phase of construction, traffic was shifted toward the median area while new lanes were built on the outside. When the widening was complete, traffic was shifted to the newly constructed general-purpose lanes to allow construction of the median and future ETLs/managed lanes. During construction, all four lanes of I-95 have remained open in each direction during peak traffic periods.

As part of this project, new emergency turn-around ramps have been built on the east and west sides of I-95 near the King Avenue overpass. These ramps, working in concert with emergency crossovers located between the general-purpose lanes and the ETLs north and south of King Avenue, will provide access for emergency responders.
