I-95 Mainline Construction —
Chesaco Avenue to Hazelwood Avenue

As part of the Maryland Transportation Authority’s I-95 Express Toll LanesSM (ETLsSM) Project, 8 miles of I-95 will be widened to six lanes in each direction from the I-895 interchange in northeast Baltimore to north of White Marsh Boulevard. Construction of a two-mile section of I-95 that runs from the I-95/I-895 interchange south of Chesaco Avenue to south of Kenwood Avenue began in January, 2008. When completed, the roadway will consist of four general-purpose (non-tolled) lanes and two ETLs in each direction.

About Construction

Construction will last approximately 3 years, with completion scheduled for December 2010. Construction activities include:

  • Roadway Grinding and Resurfacing.
  • Full-Depth Pavement Installation.
  • Pavement Milling and Resurfacing.
  • Reconstruction of the Median.
  • ETLs.
  • Bridge Construction.
  • Extension of Chesaco Avenue Bridge.
  • Modifications to the Hazlewood Avenue Bridge.
  • Drainage Facilities.
  • New Stormwater Management Facilities.
  • New Retaining Wall Structures.
  • Storm Drain Improvements.
  • New Sound Barrier Structures.
  • New Signage, Pavement Marking and Intelligent Transportation System Improvements.
  • Landscaping.
  • New Emergancy Turn-Around Ramps.
  • Utility Relocation.

The median and a portion of the existing general-purpose lanes will be reconstructed to create the new ETLs. Throughout construction, all lanes of I-95 will be open in each direction during peak traffic periods.

As part of this project, new emergency turn-around ramps will be built on the east and west sides of I-95 near the Chesaco Avenue overpass. These ramps, working in concert with emergency crossovers between the general-purpose lanes and the ETLs, will provide additional access for emergency responders.
